The scheme would depend for its success

upon a good understanding between the Heads of the two Depart-

ments, but I see no reason why it should not work well in

practice.

It has been sent to the Acting Captain

Superintendent of Police for his consideration but Captain

Lyons prefers that Mr. Badeley who has large experience and

wider knowledge of local conditions should criticise it.

I have to request therefore that you will obtain Mr. Badeley's

opinion upon it, an opinion which I should in any case have

invited before instituting so importent a change, and inform

me whether the scheme meets with your approval.

You will notice that the only expenditure

involved at present is a house allowance of $900 per annum to

the Assistant Harbour Master until such time as quarters can

be built for him at Tsim Sha Tsui where it is very desirable

he should reside.
